While the overall responsibility for planning and implementing a workplace health and wellbeing strategy lies with the employer, we act as a delivery partner, offering expert-led sessions and campaigns to meet identified workforce needs.

This guide outlines the types of activities we can provide and how these can be integrated into your organisation’s broader health promotion strategy. We encourage employers to follow the Public Health Agency’s Healthy Workplace Model when planning health and wellbeing initiatives, ensuring a structured, consultative, and evidence-based approach.

Guiding Framework: PHA Healthy Workplace Model

The PHA Healthy Workplace Model is widely recognised across Northern Ireland as a best practice approach to workplace health. It supports employers to:

  • Secure senior leadership commitment
  • Consult with staff and identify needs
  • Develop a tailored, evidence-based health and wellbeing plan
  • Deliver appropriate interventions (where we can support)
  • Evaluate and sustain improvements

Employers are encouraged to consult staff through means such as questionnaires and focus groups to obtain data on what the health promotion needs are, and use this data to determine the most relevant activities for their workforce.

How to Get the Most from Health Promotion Activities

To ensure maximum impact, we recommend that employers:

  • Conduct staff surveys or health needs assessments before selecting topics
  • Align sessions with organisational priorities (e.g. absence reduction, wellbeing strategies)
  • Promote activities in advance to encourage uptake
  • Follow up with evaluation or feedback surveys to assess effectiveness

Tip: Activities should complement, not replace, legal compliance and occupational health measures such as health surveillance.
